- Who experiences that friction most directly?
- What support would make the experience easier, clearer, or more equitable?
- What evidence or lived experience informs your view?

- What is the smallest useful test the group could examine?
- What would meaningful improvement look like?
- Who should participate in the next step?
- Which insight requires COIM Inc. review and, when appropriate, coordination with CSPN through the independent partnership?
